This race is generally considered to be the longest running race in Japan. It has taken place in one form or another since 1946. It was initially started with the intention of encouraging the Japanese to rebuild after the war.
Since 1962 it has been run in Otsu City, the home of Lake Biwa, the lake around which the course takes runners (and also Japan's biggest lake). The course is generally considered to be flat and fast.
The race holds a World Athletics Gold Label and is regularly run as a Japanese qualifying event for major competitions (like the Olympics).
Otsu city is 10 minutes away from Kyoto and offers a quiet, homely escape from the trials of big city life.
